Joseph C. Shell, an independent oil industry lobbyist and former Republican assemblyman who unsuccessfully ran for governor in 1962, was appointed to the Agricultural Labor Relations Board by Gov. George Deukmejian. Shell, 71, of Bakersfield, replaces John McCarthy of Carmichael, whose term expired. The $83,869-a-year post requires state Senate confirmation. Shell was in the Assembly from 1953 to 1963 and was GOP floor leader from 1958 to 1963. He lost a 1962 bid for the Republican gubernatorial nomination to Richard M. Nixon. Former Democratic Gov. Edmund G. (Pat) Brown defeated Nixon in the general election to gain a second term.
