A Bush Administration proposal to spend $9 million to bolster the opposition’s prospects in the Nicaraguan elections next February encountered sharp questioning from a Senate panel. Assistant Secretary of State Bernard Aronson told the Senate Foreign Relations Committee the aid was intended to correct the imbalance in a “David and Goliath fight” between the Sandinista government and an opposition coalition. But Sen. Christopher J. Dodd (D-Conn.) questioned the aid, saying it would mean close to $13 million for a nation of 1.8 million when added to money already spent.
