Bush Signs Bill Extending Performance-Pay System

WASHINGTON — President Bush signed legislation Saturday extending to March 31, 1991, the current pay-for-performance system for governing mid-level managers and supervisors, the White House announced. The legislation also extends until Dec. 3 provisions of current law governing so-called lump sum payments to retiring federal employees.
