Sylvia Teague, who has been executive producer for several news broadcasts at KCBS-TV Channel 2, is joining the Channel 9 news team as managing editor. Channel 9, staffing up for a three-hour news bloc that is to start airing in January, also has signed up weathercaster Wayne Shattuck from Oklahoma City and Paula Lopez, a reporter-anchor from KEYT-TV in Santa Barbara.
