Spanish Prime Minister Felipe Gonzalez and President Bush met Thursday for 90 minutes, reviewing Western efforts to bolster reform in Poland and Hungary.

Gonzalez also extended to Bush an official invitation from King Juan Carlos to visit Spain.

“Spain’s successful transition to strong and flourishing democracy makes it a powerful model for Eastern European countries now attempting similar transformations,” Bush said.

Gonzalez was thought to be carrying fresh proposals for bringing about an elected government in Panama while allowing strongman Manuel A. Noriega to remain in the country. The United States wants Noriega to relinquish power.

However, U.S. officials said Bush and Gonzalez did not discuss Panama in their initial talks.
