Daylight Saving

I get a sense of dread as the end of October approaches because very soon we will be forced to change to Pacific Standard Time.
This change essentially kills afternoon outdoor activities on weekdays for me and most other working people. This limitation lasts until April or whenever we get back to daylight-saving time.
Why do we change each year?
We did not change during World War II, and lived very successfully, I believe.
The only explanation I have heard (and it is only a rumor) is that we change to Pacific Standard Time because in some areas, daylight time requires schoolchildren to wait for their morning school bus in the dark.
The solution is to ask the schools that have this problem to start their classes one hour later during the November through March season. In this way, the children will not have to wait for the bus in the dark, and 200 million other persons will not be inconvenienced by standard time.
