WORLD : Communist Guarantee Dropped

MOSCOW — The Supreme Soviet legislature voted 254 to 85 today to deny the Communist Party its 100 guaranteed seats in the legislature’s parent body, the Congress of People’s Deputies.
The decision, if approved by the full Congress later this year, would mean all deputies will face popular election from geographical districts, and none from certain privileged social organizations, including the Communist Party.
