Commonwealth nations ended their biennial meeting in discord, with Britain again isolated over the issue of new sanctions against South Africa. After much wrangling at the meeting in Kuala Lumpur, Malaysia, leaders thought they had fashioned a compromise by endorsing those sanctions now in effect while giving Pretoria a grace period before any new ones. But Britain then rejected five of the major points of the plan.
