LIVABLE: Orange County is eighth on the Places Rated Almanac’s new list of most livable metropolitan areas in the country, jumping from No. 48 in the previous edition, released in 1985. . . . In the most recent Orange County Annual Survey, 38% of the respondents predicted the county would become a worse place to live, citing traffic and population growth. . . .
