A second computer problem within a week at the Washington Air Route Traffic Control Center caused some flight delays Tuesday, the Federal Aviation Administration reported.

“There was never a safety issue,” FAA spokeswoman Diane Spitaliere said. “The worst-case scenario was massive delays, and that never happened.”

Officials said a problem with telephone lines caused a computer at Leesburg, Va., to lose contact with some remote radar facilities, meaning that information about some flights had to be put into the system manually.
