State Must Back Trade-School Loans: The U.S. District Court in Los Angeles issued a permanent injunction against the California Student Aid Commission, preventing the state agency from withholding its guarantee on loans taken out by students of National Technical Schools, a computer mail-order school owned by United Education & Software of Encino. The injunction will remain in effect until a hearing is held regarding charges that NTS doesn’t meet federal loan-guarantee standards.
