WAITING, WATCHING: The Orange County delegation is playing its cards close to the vest on today’s scheduled vote on the congressional pay raise (A3). . . . Because of uncertainty over the measure’s final form, four of the five are uncommitted, with only C. Christopher Cox vowing to vote against it. . . . The legislators’ constituents aren’t uncommitted: Phone calls and letters are running heavily against the raise. . . . An aide to Rep.
