Robert F. Erburu, chairman and chief executive of Times Mirror Co., has been named chairman of the Federal Reserve Bank of San Francisco for 1990. The central bank’s board of governors in Washington also appointed Erburu to a second three-year term as a director. Erburu has served as chairman for two years. Carolyn S. Chambers, president and chief executive of Chambers Communications Corp. of Eugene, Ore., was named deputy chairman. Times Mirror Co. is a Los Angeles-based media and information company. It publishes the Los Angeles Times.
