The Justice Department’s antitrust division Monday recommended approval of a partial merger of the two daily newspapers in Las Vegas under a joint operating agreement.

Assistant Attorney General James F. Rill recommended that the Las Vegas Sun and the Las Vegas Review Journal dailies be allowed to combine commercial and production facilities but continue to publish separate editions.

Rill found that because of circulation and advertising losses, the Las Vegas Sun was “in probable danger of financial failure”.
