Mortgage Rates Down Slightly: Fixed-rate home mortgages are averaging 9.75%, according to Federal Home Loan Mortgage Corp. survey. That rate was down from 9.76% last week. On one-year adjustable-rate mortgages, lenders were asking an average initial rate of 8.39%, unchanged from the week before.
