NATION IN BRIEF : WASHINGTON, D.C. : Rule Barring Passing Out Leaflets Voided

A federal judge ruled that a 1976 regulation barring people from passing out leaflets in an area around the White House was unconstitutional. The decision by U.S. District Judge John Pratt arose out of the case involving Carol Ann Fennelly, who had been charged with illegally distributing pamphlets last June along East Executive Avenue, between the White House and the Treasury Department. The material urged passers-by to lobby for housing for the homeless by writing to members of Congress.
