CHANGE PARTNERS: The same Los Angeles political consultant who ran Dana Rohrabacher’s bruising 1988 congressional primary campaign, which derailed favorite Harriett M. Wieder, has now been asked by Wieder to handle her 1990 reelection race for the Board of Supervisors. . . . Allan Hoffenblum said he accepted the invitation, which he called “somewhat extraordinary.” . . . But Jeff Adler, a Newport Beach-based consultant who handled Wieder’s last winning supervisorial campaign, disagreed: “A lot of time that happens in politics. You hire the guy who beat you last time.”
