State Budget Problems

I agree with most of the editorial “Whose Budget Is It Anyway?” (Jan. 13), but I cannot agree that Proposition 98 is partly responsible for the state’s financial problems. Two reasons exist for our financial problems--Proposition 13 and the Gann spending limit. California ranks seventh in the world in gross national product. The people of California are not willing to spend a fair share of the wealth to support the necessary services.

Leaders in government, business, and education agree that our educational system is in shambles. You do our citizens an injustice by using Proposition 98 as a scapegoat for the state’s financial problems.
