Sy Rubenstein has been hired as chief operating officer of Tustin-based Quality Systems Inc., Sheldon Razin, president and chairman, announced. Quality Systems provides computerized information processing systems to medical and dental group practices. Rubenstein previously served as president for three of Rockwell International’s corporate divisions, including the Space Transportation Systems division.
