Comedian Roseanne Barr is No. 1 as far as International Dull Folks, Unlimited is concerned.

Barr, star of television’s hit show “Roseanne” and the big-screen “She-Devil,” topped the group’s list of the 10 Dullest Americans of 1989.

“She’s a complete blah,” the group said in a proclamation today. “She’s such a blockhead, she gets a splinter in her finger every time she scratches her head.”

Barr is followed by--yawn--actor Danny DeVito, talk-show host Arsenio Hall and Vice President Dan Quayle.

“Quayle always has a chip on his shoulder--it’s a splinter from the wood above it,” the group said.

The awards are given annually to people who best reflect International Dull Folks’ motto of “Enthusiasm wanes, but dullness is forever.”

Television’s “The Amazing Teddy Z” was fifth on the list of snoozers, followed by CBS newswoman Connie Chung, former First Lady Nancy Reagan, hotel queen Leona Helmsley and U.S. Rep. Barney Frank (D-Mass.).

Reagan’s book “My Turn” is “a complete bore,” said J. D. (Dull) Stewart, the group’s Chairman of the Bored and a statistician at Eastman Kodak Co. in Rochester.
