‘The Times, They Are A-Changin’: Bob Dylan, the maverick rock star whose songs of social protest made him a symbol of the turbulent 1960s, has now gotten a warm reception from the highest reaches of France’s intellectual establishment. The Culture Ministry on Tuesday named Dylan, 48, commander of the Order of Arts and Letters, one of France’s highest honors. Dylan received the award from Culture Minister Jack Lang. Dylan opened his European tour in Paris Monday night with performances of songs such as “Blowing in the Wind” and “The Times They Are a Changin’.”
