HUD Inquiry Looks at Large Salaries; 3 Called to Testify

Congressional investigators issued subpoenas Wednesday for three former housing officials accused of receiving improper salaries, including one who was paid for four jobs.

The House subcommittee that has been investigating scandals at the Department of Housing and Urban Development voted to subpoena Paul A. Marguglio, who was suspended as executive director of the Passaic, N.J., Public Housing Authority following a HUD audit.

Also subpoenaed were his wife, Louise Marguglio, and the Passaic authority’s suspended deputy executive director, Donald V. Pieri. Both were accused by auditors of receiving excessive pay.

Officials said Paul Marguglio received more than $245,000 during 1988 for four authority jobs.

Louise Marguglio, according to the subcommittee, was paid more than $95,000 as the authority’s director of administration between January, 1986, and April, 1988--but worked only one day.

Pieri, auditors said, also held more than one job and received more than $106,000 in salary. His job as deputy executive director was budgeted to receive $57,970 in annual salary.
