OXNARD : Contractor Seeks to Oversee Restoration

A general contractor who specializes in restoration argued with Oxnard’s redevelopment director Tuesday over who should supervise the second phase of the city’s $5.3-million Heritage Square project.

The project, begun in 1988, will restore 11 turn-of-the-century structures in one downtown block. They will be used for offices, stores and restaurants.

Steven Kinney, Oxnard’s director of redevelopment, proposed that the City Council, acting as the Redevelopment Agency, direct his staff to act as the general contractor for the project, supervising the different aspects of refurbishment on a daily basis.

With the city acting as the general contractor, the project’s second phase is estimated to cost about $1.8 million. The bid submitted by Paul Burns, president of Burns Pacific Construction of Thousand Oaks, is about $1.9 million.

Burns said his bid included contingency costs that he would cover if something on the project went wrong. He also emphasized his company’s expertise in restoring historical buildings.

“We know this project better than staff,” Burns said. “We’ve been over it up, down, right and left.”

The agency directed the two parties to continue negotiations and report back.
