Securities Group Proposes Trading Curbs: The Securities Industry Assn.urged Congress and industry regulators to impose various market reforms to reduce stock volatility. The group wants all equity-related products, including many futures contracts, to be regulated by one agency instead of two, standard margin requirements in the stock and futures markets and cross-market “circuit breakers” to stem trading when the stock prices fall below certain levels.
