From Times staff and Wire reports

A legislator has proposed doubling the $30 monthly allowance for guide dogs for the needy blind, a stipend not increased since 1977. “It’s embarrassing that I have to introduce a bill,” Assemblyman Lloyd Connelly (D-Sacramento) told a news conference. “There’s really no good reason guide dog reimbursements should not be increased without legislation.” Blind recipients of the State Supplemental Program who have guide dogs now receive $30 a month for the animal’s expenses.
