Floor Action:

* Armenians: Passed and sent to the Senate on a 61-0 vote a resolution (AJR 68) by Assemblywoman Jackie Speier (D-South San Francisco) asking President Bush to ask the Soviet Union to hold those responsible for crimes committed against the Armenian people in Baku accountable to the fullest extent of the law.

Committee Action:

* Women: The Governmental Efficiency and Consumer Protection Committee approved a bill (AB 2677) by Assemblywoman Maxine Waters (D-Los Angeles) to require equal numbers of women and men appointed to state boards and commissions by the governor and legislative leaders as vacancies occur after Jan. 1, 1991. A 6-2 vote sent the bill to the Ways and Means Committee.

Bill Introductions:

* Prostate cancer: AB 3487 by Assemblyman John Burton (D-San Francisco) would require doctors to inform prostate cancer patients in writing about their treatment options.

Senate

Floor Action:

* Initiatives: Passed and sent to the governor on a 26-2 vote a bill (SB 1495) by Sen. Quentin Kopp (I-San Francisco) to require the voter election pamphlet to identify the source of any campaign contribution or expenditure of $10,000 or more given for the purpose of qualifying an initiative for the ballot.

* Investments: Rejected on a 19-14 vote a resolution (ACR 84) by Assemblyman Dave Elder (D-San Pedro) asking the Public Employees’ Retirement System and the State Teachers’ Retirement System to develop human rights guidelines for their foreign investments. Twenty-one yes votes were required for approval. Reconsideration was granted.

Committee Action:

* Malathion spraying: The Judiciary Committee approved a bill (AB 383) by Assemblyman Mike Roos (D-Los Angeles) to allow people to file civil suits against state or local agencies for illness or death caused by exposure to malathion spraying. Governmental agencies currently are immune from such damage claims because the Medfly eradication program is being conducted under an emergency proclamation. A 6-3 vote sent the bill to the Appropriations Committee.

* Drugs: The Judiciary Committee approved a bill (SB 1786) by Sen. Daniel Boatwright (D-Concord) to create 1,000-foot “drug-free zones” around all California schools and public parks. Law enforcement authorities could confiscate the vehicles of anyone apprehended with narcotics within those zones. A 6-0 vote sent the bill to the Appropriations Committee.

Bill Introductions:

* College: SCR 97 by Sen. Gary K. Hart (D-Santa Barbara) would ask the state College Entrance Examination Board to create and provide achievement tests in Japanese, Chinese and Korean at the earliest possible time.
