S&L; Loses Court Bid: A federal judge in San Francisco denied a temporary restraining order in a suit filed by Pacific Coast Savings & Loan Assn. challenging the constitutionality of the appointment of the director of the Office of Thrift Supervision. Pacific Coast was placed into conservatorship by the regulator on March 16.
