Landlord Charged 5th Time for Slum Conditions

A landlord was charged Friday for the fifth time in four years with allowing slum conditions to fester at apartment buildings he owns.
The latest charges against Michael Preis, 40, of Northridge, stem from slum conditions discovered at his 81-unit apartment complex at 720 S. Westlake Ave. in the Westlake District.
Preis is to be arraigned April 26 in Municipal Court on 20 violations of health and building and safety codes.
