RAIL PROBLEMS: Local interest in mass transit, even a monorail, seems to have caught the eye of business. In the Fourth Annual Orange County Employment Forecast and Executive Survey (A1), executives were asked what to do about Orange County’s growing traffic congestion and for the first time the answer was not “build more freeways.” A fixed rail system was listed first, followed by widening existing freeways and--a distant third--building new freeways.
