France Cuts Interest Rates: France cut its official interest rates for the second time in a month to 9.5%, providing fresh evidence of the improved health of the economy. The Bank of France said it was reducing its leading interest rates by a quarter of a percentage point because inflation was in check, France’s trade deficit was shrinking and the French franc was strong on world currency markets.
