Alleged Bias by Nominee Will Be Reviewed
The Pasadena Board of Directors will meet Monday to examine documents alleging that Philip Hawkey, the new city manager-designee, discriminated against a black administrator when Hawkey was city manager in Toledo, Ohio.
The board met Thursday to reconsider its decision to hire Hawkey but put the matter off until Monday, when it will review documents from the Ohio Civil Rights Commission.
Last week, the board announced that it had chosen Hawkey to replace retiring 17-year City Manager Donald McIntyre. But some blacks protested because of a race discrimination complaint filed against Hawkey after the June, 1988, firing of Pete Culp, a housing programs administrator in Toledo.
Hawkey fired Culp after federal officials accused the city of “gross mismanagement” of its housing program. Culp said he had been denied a chance to defend himself and filed a complaint with the commission.
