Irvine Enacts Emissions Rules

The City Council this week enacted detailed regulations that outline how industries and businesses must comply with last year’s ordinance to ban chemical emissions known to deplete the Earth’s ozone layer.

The regulations, enacted by a 4-1 vote, center on chlorofluorocarbons commonly found in air-conditioning coolants, the computer software industry and medical equipment manufacturing. Exemptions from the ban must be approved by the City Council, and businesses are expected to comply with the rules by July 1, according to Michael S. Brown, Irvine’s environmental program administrator. Companies applying for exemption also must implement a recycling or recapture program for the outlawed chemicals until an alternative method is in place, Brown said.

To help businesses meet the strict regulations, a series of six city-sponsored workshops will begin Monday. All the workshops are scheduled from 9 to 11 a.m. Dates, locations and seminar topics are:

* Solvents, Monday at Irvine City Hall, 1 Civic Center Plaza.

* Air conditioning and refrigeration, May 3 at the Irvine Chamber of Commerce, 17200 Jamboree Road.

* Sterilization, May 7 at City Hall.

* Military uses, May 11 at the Chamber of Commerce.

* Foams and packaging, May 14 at City Hall.

* Fire suppression, May 17 at the Chamber of Commerce.
