UNHAPPY RETURNS: Santa Ana City Councilman Richards L. Norton, who last month married the daughter of council adversary Patricia A. McGuigan, will soon be returning wedding gifts. . . . He’s still married, but a city ordinance forbids accepting gifts worth more than $25 from anyone “financially interested” in doing city business. “This is incredibly embarrassing,” says Norton, contemplating the return of 40 gifts. “How do you return a bottle of wine that you’ve already drunk?”
