Scavenging for Recyclables Banned

The Rolling Hills Estates City Council on Tuesday adopted an urgency ordinance that forbids the scavenging of recyclables left curbside for collection by trash haulers.

The ordinance was prompted by residents who complained that their aluminum cans, newspapers, and glass and plastic bottles had been taken from storage bins provided by the city, Assistant City Manager Sam Wise said.

The city began a recycling program April 1. The new ordinance, effective immediately, makes such theft of recyclables a misdemeanor punishable by a $500 fine or six months in jail.
