4 Charged in Alleged Casino-Style Operation

Charges were filed Tuesday against four people arrested in a weekend raid at an alleged casino-style gambling operation in a leased Manhattan Beach home.
A fifth person who had been arrested on a drug violation was not charged.
William Moritz, 53, of Los Angeles; Billy Ray Meacham, 52, of San Juan Capistrano; Nanci Nowicki, 29, of Torrance, and Roxane Elliott, 28, of Hawthorne, were charged in South Bay Municipal Court with misdemeanor gambling.
Moritz and Meacham, alleged operators of the casino, were charged with permitting gambling on the premises, also a misdemeanor. Nowicki was an alleged dealer and Elliott was allegedly tending bar.
Police raided the Rowell Avenue house early Saturday and confiscated equipment for craps, blackjack, poker and billiards, according to Manhattan Beach Police Sgt. Dale Reissig.
