Appeals Process Gets the Biggest Violators Off the Hook When It Comes to Conserving Water

Just as the largest polluters in the Los Angeles area have been granted variances in past years, it appears that they will have the same privileges in the water conservation effort (“How Rationing Would Affect Firms,” May 3).

The mere fact that an appeals system has been set in place for companies that show conservation would be a hardship simply opens a door for their lawyers to manufacture some figures and will result in these companies’ ability to go on with “business as usual.”

Meanwhile, the individuals, such as homeowners and apartment dwellers, will no doubt take the brunt of the harassment from the city, as well as paying the lion’s share of the imposed fines.

I guess it’s business as usual at City Hall.
