THOUSAND OAKS : Council to Act on Housing Proposals

The Thousand Oaks City Council is scheduled to decide Tuesday night whether to allow a handful of developers to build 422 residential units in the city.

Under a city growth-control ordinance, a maximum of 500 units can be approved annually by the council. The city already has approved 78 of the 1990 allotment, and the competition for the remaining units is expected to be fierce, according to city staff.

To make the process easier, the city has given points to development projects for quality, use of open space, contribution to city services and low impact on traffic congestion.

Lynn Oak--a nine-unit housing project to be located on Lynn Road and Starfire Avenue--received the highest number of points, 162.25.

Ned Cohan Development Co. and Saddletree Development received the least amount of points, 125 each. Cohan Development is seeking to build 228 single-family houses and condominiums. Saddletree wants to build 46 condominiums.

Although there have been some exceptions, city officials usually award the allotments to the developers with the most points, and the rest are told to come back the following year, Prescott said.
