JAIL LORE: Measure A, which would restrict new county jails to Santa Ana, at least has tradition on its side. . . . The first county jail, at 116 E. 4th St. in Santa Ana, was in a two-story brick building built by Joseph H. Hiltbrunner in 1877. Two of the wine crypts in the cellar had iron bars and were conscripted as jail cells. . . . “Brunner’s Basement” remains as a bar, but the bars in the basement are gone.
