President Bush intends to nominate Andrew C. Hove, a Nebraska banker, to the vacant fifth position on the board of the Federal Deposit Insurance Corp. Hove, whose nomination was expected, would fill a new position created by last year’s savings and loan bailout law. Hove is chairman of Minden Exchange Bank & Trust in Minden, Neb., which had $75 million in assets as of March.
