Mortgage Rates Fall: Fixed-rate home mortgages are averaging 10.10%, down from 10.29% last week and the lowest since a similar rate last Feb. 16, according to a national survey by the Federal Home Loan Mortgage Corp. On one-year adjustable-rate mortgages, lenders were asking an average initial rate of 8.5%, down from 8.55% the week before. The rates, compiled from a national survey, do not include add-on fees known as points.
