East-West Negotiations Over United Germany’s NATO Role

My first thought on reading your editorial was, “My God, not again.”
There are still those among us who are very sensitive about a reunited or any kind of Germany--relatives and friends who were destroyed in the Holocaust.
I wonder if President Bush realizes this.
