SHOOT: The FBI may permit its agents to fire at fleeing suspects--if they are armed and thought to have tried to kill someone--and may allow warning shots (A12). In the past, agents could only fire in self-defense or to protect others. In Orange County, none of the roughly 25 law enforcement agencies allow warning shots.
