WORLD IN BRIEF : EUROPE : 5 Nations Agree to Lift Border Controls

France, West Germany, Belgium, the Netherlands and Luxembourg signed a landmark accord to abolish all border controls and establish a new free-travel zone. The agreement means people will be allowed to travel freely without stopping at border checks. At the same time, controls at the external borders of the five countries will be stepped up to keep terrorists, drug traffickers and illegal immigrants out of the new free-travel zone. The accord is expected to take effect by the end of next year.
