* SOMETHING TO AVOID: The westbound on-ramps to Route 30 (Base Line) from Foothill Boulevard will be closed today from 6 a.m. to 1 p.m. to film proper evasive action techniques when encountering an obstacle in the road as part of a national driving test demonstration.

* SCHOOL CUTS: The Pasadena Board of Education Tuesday is expected to discuss $4 million in proposed cuts that will be needed to balance its $74-million 1990-91 budget. The meeting at school district headquarters begins at 2:45 p.m.

* POLLUTION MEETING: Federal and state officials Thursday will hold the second and final public meeting to review a five-year, $106-million plan for the short-term cleanup of underground water pollution in the San Gabriel Valley. The meeting will take place at the El Monte Community Center, 3130 N. Tyler Ave., El Monte. The first session will run from 2:30 to 5 p.m. A second, identical session will be held from 7 to 9:30 p.m.
