WORLD IN BRIEF : PANAMA : 16 Charges Filed Against Noriega

Panama filed 16 criminal charges against toppled dictator Manuel A. Noriega, including charges of murder, torture and drug trafficking, authorities in Panama City said. The nation also filed civil suits against Noriega for military corruption. News reports said these suits total more than $5 million. The murder charges involve the killing of 10 officers who led a failed coup last October. Atty. Gen. Rogelio Cruz declined to say how Panama might pursue the charges against Noriega, who now awaits trial in Miami on drug charges.
