Home Mortgage Rates Down: Fixed-rate home mortgages averaged 10.06% this week, down from 10.15% last week, according to a national survey released Friday by the Federal Home Loan Mortgage Corp. On one-year adjustable-rate mortgages, lenders were asking an average initial rate of 8.46% this week, up from 8.45% the week before. The rates do not include add-on fees known as points.
