Officer’s Cover-Up?

With reference to Robert L. Smith’s complaint to the FBI (“FBI Probes Officer’s Charge of Racism,” July 5):

It seems to me that Patrolman Smith took it upon himself to create an incident to cover the basic reason for his arrest, namely failure to obey the law. Wasn’t it convenient to lay the blame on an unsuspecting victim, namely the arresting officer? All Mr. Smith had to do was immediately identify himself and the situation would have been resolved rather quickly and in a much better fashion.

The CHP should have its own investigation of why Mr. Smith was allegedly breaking the law by going at a high rate of speed when it was entirely unnecessary. If you or I were to do this and be stopped by a CHP officer, you better believe that we would pay the piper.
