Hungary Says Soviets Will Slash Oil Deliveries: The Soviet Union will slash oil shipments to Hungary by up to 1 million tons, or 30% of what it had agreed to supply, Hungary said. Filling the gap will cost Hungary $55 million to $65 million, the heavily indebted country said. Hungary owes creditors $21 billion, making it Europe’s largest debtor on a per-capita basis.
