Proposal to Prohibit Oil Leases Vetoed Again by Deukmejian

For the second time, Gov. George Deukmejian has vetoed a bill (AB 36) to prohibit the state from leasing tidal and submerged lands off scenic Mendocino and Humboldt counties for oil drilling.

“A statutory ban on leasing these lands would greatly hinder the ability to develop the resources should they be needed in the future,” said the governor, who rejected the same bill in 1988.

Supporters of the proposed law argue that it is vital to help protect the North Coast’s tourism industry.

Assemblyman Dan Hauser (D-Arcata), sponsor of the measure, said he will not seek a veto override because he does not have the needed votes in the lower house.

A gubernatorial veto override requires a two-thirds vote of both houses of the Legislature--54 Assembly votes and 27 Senate votes. GOVERNOR

Signed into law a bill (AB 2709) by Assemblyman John Burton (D-San Francisco) to require magazine fragrance advertising inserts to be sealed to prevent premature activation of the smell before they are opened by readers.

Signed into law a bill (AB 2717) by Assemblyman Curt Pringle (R-Garden Grove) to require owners of stolen automobiles to be notified of the location and condition of recovered vehicles within 24 hours to avoid the payment of unnecessary storage fees.

Signed into law a bill (AB 1716) by Assemblyman Pat Nolan (R-Glendale) to require development of a model curriculum for second-, third-, fourth- and sixth-graders to equip children with skills to help them resist joining gangs and using drugs.

Milton Marks (D-San Francisco) to ban products made with ozone-depleting agents such as chlorofluorocarbons after 1991 if chemical substitutes are available. The governor has vetoed similar legislation in the past.

Pornography: Rejected on a 27-17 vote a motion to withdraw from committee for a floor vote a stalled bill (SB 1962) by Sen. Ruben Ayala (D-Chino) to prohibit the sale of hard-core pornography from unsupervised sidewalk news racks. Forty-one yes votes were required for approval.
