Ticketing Jaywalkers for Their Own Good
As the commanding officer of the Los Angeles police division that covers North Hollywood High School, I would like to explain to letter writer Kerry C. Lotts why the LAPD has been citing students for the “ridiculous offense” of jaywalking in the vicinity of North Hollywood High.
The North Hollywood area experienced a 60% increase in serious injury and fatal traffic accidents during the first two months of this year. An analysis showed that the majority involved jaywalkers. In an attempt to save lives, I directed that extra traffic enforcement be taken on major streets that experience high incidents of pedestrian traffic accidents. Hence, the additional enforcement around North Hollywood High, as well as several other locations.
The program has paid off. Recent accident figures show that the increase in serious injuries and fatalities has dropped from 60% to 9%. It is anticipated that by the end of this year there will be a net decrease in this type of accident.
The writer asks why police don’t have anything more productive to do than give students tickets, which gives students the wrong message about going to school and fosters resentment towards the LAPD. I would respond that part of the LAPD mission is to protect people from injury and save lives. Perhaps there is nothing more “productive” that we do. It is unfortunate that Lotts believes that this is “ludicrous behavior.” I obviously disagree.
